Ubud’s recent accolades have intensified global investment interest in the town, which continues to show strongly augmenting revenues in the tourism sector of its economy. Property values and land rental rates for restaurants, shops, residences and hotels continue to skyrocket, which has stimulated even more interest in private real estate investment.

And there’s a bit more rain in Ubud, which generally is of short duration, that nurtures the nearby verdant rice terraces–some of the most dramatic on the island. Ubud’s rich cultural heritage in art and dance has fostered a vibrant expat community of countless individuals involved in the creative arts, many as working professionals. A rich social network already exists in the town and it’s easy to tap into for newcomers. The magic draw of Ubud has triggered the opening of numerous art galleries, fine dining establishments and five-star hotel accommodations. Provisions of United States Constitution As originally adopted the Constitution of the United States contained the following provisions with reference to national taxation: “Representatives and direct taxes shall be apportioned among the several states which may be included within this Union, according to their respective numbers” (Art. 1, § 2.) “The Congress shall have power to lay and collect taxes, duties, imposts, and excises, to pay the debts and provide for the common defense and general welfare of the United States; but all duties, imposts, and excises shall be uniform throughout the United States” (Art. 1, § 8.) “No capitation or other direct tax shall be laid unless in proportion to the census or enumeration herein before directed to be taken.” (Art. 1, § 9.) During the period of the Civil War and for some time thereafter, that is, between the years 1861 and 1870, successive acts of Congress imposed general taxation upon incomes derived from all sources, for the support of the federal government, without any attempt at apportionment among the states. But it was held by the courts that an income tax is not a direct tax and therefore does not require such apportionment, while the question of the “uniformity” of such acts under the constitutional provision above quoted does not appear to have been raised. Accelerating Clean Energy Technology Research, Development, and Deployment: Lessons from Non-Energy Sectors $14.98 Climate change is one of the key challenges of this century. At the same time, energy use—the primary source of climate-altering global greenhouse gas emissions—is increasing at unprecedented rates and is vital to the continued economic growth of developing countries. This poses a serious dilemma that can only be reconciled with new and improved clean energy technologies that balance climate change mitigation and increased energy needs in developing countries.Despite a recent increase in investment, public and private research, development, and deployment (RD&D) funding rates are well below historical levels. In addition, significant barriers impede the ability to develop new technologies, such as the uncertain future value of CO2 emissions, intellectual property rights issues, limited incentives to commercialize technologies for developing countries, and challenges with technology transfer. These factors must be overcome to accelerate innovation in the energy sector.To introduce new thinking to address these concerns, this report examines four cases from outside the energy sector where creative approaches to RD&D have successfully overcome similar barriers. The case studies review approaches to innovation by the Consultative Group on International Agricultural Research, Advanced Market Commitments for Vaccines, the Human Genome Project, and the concept of Distributed Innovation.
